I am writing you today concerning the use of encryption on the amateur radio service. Part 97 of the CFR is primarily opposed to the transmission of indecipherable messages on amateur bands. Exceptions are made for the remote control of physical objects, legally speaking: spacecraft and model craft. These exceptions are not only contrary to amateur radio's puropose, they are a disservice and a potential hazard to nearby navigators.

Therefore, I propose the removal of §97.207(f), §97.211(b), §97.215(b) and §97.217 from Title 47 of the CFR.
After removing the exceptions above, the language in §97.113(a)(4) referring to "except[ions] as otherwise provided herein" will be made irrelevant.
